Did I mess up "opened_vs_closed.pl" by changing it to output PNG format? If
so, what is the correct way to make it output PNG format?

It's been a long time since I last looked at the charting stuff in Gnatsweb 2.x, but I had a quick look at it now, and I had no problems getting it to work with an older Gnuplot which supports GIF. The changes you outline seem OK. Could it be that your web browser has problems with PNG?

By the way, the charting stuff did not make it into Gnatsweb 4.0, which is currently in beta. This was mainly because 4.0 was based on Gnatsweb 2.6 which had no such features. The main obstacle to reintroducing it is that Gnatsweb 2.7beta and newer have the code which talks to the GNATS daemon in a separate Perl module named gnats.pm. However, the implementation of this separation was somewhat badly designed, and I have started thinking about how to do this in a better way. I may end up writing a gnats.pm module which is entirely separate from Gnatsweb, but I haven't implemented modules before, so I may have a few things to read up on here. Anyone wanna help?
