Actually, it turns out that parsing and converting text
is quite doable, and in fact there are many tools and
languages developed for doing just that.  ;-)

Wiki can support direct entry of HTML, and I have also
seen it used in association with XML (DocBook) for
the FreeBooks project.  In any case, Wiki always
renders out to HTML, so if your requirement is to 
keep the display tech to HTML, you're good to go.
