We fixed some bugs leading up to 10.2, but we didn't release any 
updates afterwards. I can promise, however, that these two bugs will be 
fixed in our next OS release.

Yes. The fink package manager (http://fink.sourceforge.net) currently 
is up to 5.04 and should have 5.06 once I get around to updating it. To 
run xboard or eboard, you'll also need either Apple's X11 or the fink 
xfree86 package. All of these are free.
