Hi Erin,
the command "./configure" will work on GNU/Linux and other *nix like
operating systems, I've no idea what it will do under Microsoft Windows
if you don't have Cygwin installed.
You can get a prebuilt version of GNU Chess 5.07 for Microsoft Windows
at www.tim-mann.org, if you download the latest version of "winboard".
There is no "official" GNU project binary. Tim has a long history of
developing free chess software, and I personally regard him as a great
asset to free software, as well as trustworthy.
If you want to try your own code modifications I suggest you install
"cygwin" first, and try "./configure" from a Cygwin window (or install a
GNU based operating system).
