NCC--Copy {Schematic User, All User} Names to Layout

Hi.

I cannot get these features to work in Electric 8.03 or 8.04.

I've tried with both NCC clean cells in the same library (Schematic and Layout 
Views of Cell in Current Window)
and with NCC clean cells in different libraries (Cells from Two Windows).

In both cases, the Electric Messages window says, 

>Begin copying Network and Instance names from Schematic to Layout
>Done

but the layout remains unmodified.

Am I missing a step or is there a problem with the commands?
