In GNU Emacs 20.7.2 (alphaev5-dec-osf4.0f, X toolkit)
 of Thu Sep 21 2000 on axp16.ams.org
configured using `configure  --with-x'

I think that "most" invocations of C-h i in average use occur when the
user's intended destination is the Emacs info. Requiring them to do the
extra step of selecting the Emacs node from the top level info directory
seems awkward, and for novice users in particular it seems probably
better to provide an entry path that avoids showing the full info list,
especially if there are a lot of other info topics at top level.

So I suggest binding C-h e (not bound by default in 20.7) to go directly
to the top level Emacs node.

By the way, I also made a suggestion a few months about binding regexp
help to "C-h r". I didnt get any feedback one way or another (and I'm
not pretesting Emacs 21) so I dont know whether that suggestion was
accepted or rejected. Clearly this suggestion is pretty closely related
to that one.
