What about --no-site-file, does the problem happen if you use that switch
together with -q?
Also, please post a more complete and accurate recipe for reproducing the
problem: the keys/commands you invoke in their precise sequence, including
the command you type at "M-x compile"s prompt, the source of the program
you are compiling (try to make it as short as possible), etc. Please
begin the recipe with "emacs -q --no-site-file".
