installing Emacs 20.7

In GNU Emacs 20.7.2 (i686-pc-linux-gnu, X toolkit)
 of Sun Apr  8 2001 on snail
configured using `configure  --prefix=/usr/local/stow/emacs 

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I'm trying to reinstall Emacs.  I uninstalled the existing version
(worked very nicely), did make distclean, new configure, make, make
install -- make install failed, however.  This is astonishing since I
had Emacs installed!

Obviously lib-src/rcs2log and lib-src/vcdiff seem not to exist.

Any ideas?
