locate-library and gzipped lisp files

This is a problem with emacs 21.0.103

Add a new directory to your load path. Create a file in that directory
that's compressed (e.g. xxyyzz.el.gz)
Locate library for xxyyzz gives 'No library xxyyzz in search path'
However load-library xxyyzz works and loads the compressed file - if
you have jka-compr enabled

This gets more confusing if in that aditional directory you have
out-of-date files that are also in the standard emacs distribution
They are now loaded in preference to the standard files but this fact
isn't apparent by using locate-library

emacs (i386-msvc-windows98.2222) of 2001-05-09 on buffy
