20.7.1: Function shell-command calls shell-mode for asynchronous commands

In Emacs 20.7.1, in the function shell-command, there's a call to
shell-mode in the control path that's followed for asynchronous commands
(e.g., "command &"). Therefore, the buffer named "*Async Shell Command*"
is always in shell-mode, even though it contains no interactive shell.
This hides some fundamental-mode keybindings for no useful purpose (since
there's no interactive shell in that buffer).
