bug: 20.7/w2k Mouse copy/paste does not work for NULL characters

    Env:
    
    -- Windows 2000 Professional / Serv.pack 2 / Emacs 20.7.3

    Test case:

    -- Draw region, where character NULL (ascii 0) is included. You can
       find such a file e.g by copying some of the content from
       windows .lnk file.

    -- Paste selected characters, which includes NULL.

    Symptoms:

    -- Paste fails to insert copied characters after NULL


    Sample data: Try copying and pasting this line elswhere
