Problems with tags-query-replace

Hi,


 I am having some problems with tags-query-replace in Emacs 20.7: I have
 the variables case-fold-search and case-replace set to t, and when I run
 e.g. (tags-query-replace "Foo" "Bar"), I never get beyond the first file
 if "foo" occurs in that file.
 
 It seems that there is a mismatch (no pun intended!) between what
 tags-loop-scan and tags-loop-operate search for in the function
 tags-loop-continue.
