It seems that the `mdtm' is issued by ange-ftp-file-modtime and it
seems that function needs to do the wrong thing with VMS file names.
What the right thing is I don't know, though.

I cannot see a difference in the `get' command between 20 and 21, so I
can only guess that `mdtm' commands in front of the get have some
influence. Maybe it's worth to make ange-ftp-file-modtime a no-op
and see if the `get' then succeeds.
