Is it possible that you forgot to byte-compile frame.el?  "make" 
doesn't do that for you.

All you need is this:

 - patch frame.el in the source tree
 - byte-compile frame.el in the source tree
 - say "make install"

That's all!  No need for "make distclean" or "./configure".
