I think C-3 is not a valid character, so it cannot be used in a string
(Emacs 21.1 signals an error if I try).  Try this instead:

   (global-set-key [?\C-x ?\C-3] 'hscroll-mode)

Note that C-3 will not work on most character terminals, so perhaps
it's not a good idea to use it as a key binding.
