Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

mouse-drag-drag is supposed to call the unadorned mouse key binding
when it finds the user did not drag.  This does not work in the case
of overlay-local keybindings.  The following patch makes this work as
