No, text properties have caused lots of breakage since they were
introduced in Emacs 19.  The implementation has been gradually
"completed" since then, as more an more functions have been modified
to retain text properties.  Nonetheless most of the breakage happened
in the early days of Emacs 19, I believe very little additional stuff
broke in Emacs 21.

I don't think "screwed" is the right word though, some minor API
changes should be expected with major versions, in general the new
functionality is worth the inconvenience of having to modify or
upgrade some third party packages.
