Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

C-x + runs balance-windows which only adjusts windows verticaly.  A
version of this function should be created which balances both
horizontal and vertical windows.

It should take into account the width and height of the text in order to
size the windows optimally.  For example, if one window is displaying
info pages and a second window to the right of it is listing single
words per line (such as /usr/share/dict/web2, etc), then the window with
one word per line should be sized smaller than the info buffer.
