vertical scroll recenter bug

In GNU Emacs 21.1.1 (i386-msvc-windows98.1998)
 of 2001-10-22 on buffy
configured using `configure --with-msvc (12.00)'
Important settings:
  value of $LC_ALL: nil
  value of $LC_COLLATE: nil
  value of $LC_CTYPE: nil
  value of $LC_MESSAGES: nil
  value of $LC_MONETARY: nil
  value of $LC_NUMERIC: nil
  value of $LC_TIME: nil
  value of $LANG: hun
  locale-coding-system: iso-latin-2
  default-enable-multibyte-characters: t

I believe that the vertical scrolling is broken...
In a plain vanilla emacs 21.1.1 (no .emacs file)
I like smooth scrolling:
  M-x set-variable RET scroll-step RET 0 RET
  M-x set-variable RET scroll-conservatively RET 10 RET
Then I visit the emacs manual:
Scrolling down slowly:
When the large header text (The Emacs Editor) scrolls out, 
the screen is recentered (BAD!)!
Same results when scrolling in apropos buffer and 
an italic line is scrolled out.
Same results on Windows 2000 platform.
Workaround: Customize lots of faces, and not use 
proportional or italic fonts.
Have I missed something?
