No, Emacs 21 expects ps-prin0.ps to be in etc, not in etc/ps-print.

I suspect some snafu with dual Emacs/XEmacs installation, since XEmacs
indeed has a ps-print subdirectory.  For more details, see the
defcustom for the variable ps-postscript-code-directory in
ps-print.el; perhaps your .emacs customizes this variable in a way
that is inappropriate for Emacs.
