Guess what, doing
bzcat /usr/share/man/man1/tr.1.bz2 |sed 's/^\\.$/\\&/' |nroff -man|less
now makes this "August 1999" GNU man page behave.
One sees I needed to double the backslashes.
$ bzcat /usr/share/man/man1/tr.1.bz2 |sed -n 's/^\\.$/\\&/p'             
\\\
\\a
\\b
\\f
\\n
\\r
\\t
\\v

So, if there are man pages that have the familiar
       \f     form feed

       \n     new line
description in them, sure hope they've doubled the backslashes in the
troff source.  Probably fixed by now, I bet.
