nondelux behavior of vc-next-action

Hi!

Not a proper bug, but something to be fixed anyway:

If I want to check-in/out into RCS using version control
(vc-next-action), the window below the current one is
occupied and removed (merged with the current one) after I entered the
change-comment. Afterwards, I have to re-create, re-size, and
"re-bufferize" the destroyed window.

I do not think this is the intended behavior (rather, the current window
should be split IMO); nevertheless, there might be a reason for this,
because the command behaves like that for quite some time now. (I think
already in Emacs 19, certainly in 20).
