Coincidentally, I have exactly the same thing in my .emacs.  But emacs-19.34 -q
--no-site-file does not misbehave in the manner you report, whether I
use M-: (global-set-key ... or M-x global-set-key:

(global-set-key "II" (quote insert-buffer)))
