emacs 21.1 vc problem

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

 Trying to invoke vc-register on a file (or work with any VC command)
 gives an error related to wrong number of arguments in a keymap (see
 below). Or something similar to that: it's impenetrable to me. The
 previous version of emacs used here was 20.7, and VC worked fine on
 that installation. In any event, VC commands don't work, which is
 ... painful. Thanks for any help on this. Note: v21.1 was recently
 installed (local compilation, not a package install), so it may well
 be related to how the thing was built and installed. Anything we
 should look at in the build logs to help diagnose this?
