you know all along no region was defined, so why prompt for the shell command?

"There is no region now" it says...
only after knowing all along that there is no region currently, and not
telling me about it---instead prompting me ... hoo haw, lets trick the
senior!  why not have it add this to my bumbler factor for a report
card handed out at exit-emacs... your score this session via analysis
