translators to read other languages for them.

In GNU Emacs 21.2.1 (i586-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2002-03-20 on neumann.ml.kva.se
configured using `configure  --prefix=/tmp/emacs'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

M-x term <ret>

and after that typing say a umlaut or o umlaut causes the letters
to be shown in the buffer, but they are not transmitted forward to
the process running in the terminal.
