compare-windows wrong about whitespace

Subject: compare-windows wrong about whitespace

In Emacs 21.2, `compare-windows' does not consider \r, \240, etc. to be
whitespace.  That causes it to report spurious differences when instructed
to ignore whitespace.  The below patch corrects the problem.
