  In GNU Emacs 21.2.1 (i386-msvc-nt5.0.2195)
   of 2002-03-19 on buffy
  configured using `configure --with-msvc (12.00)'

I tried the prebuilt version too on a nt-5.0 system and there the menu
help echo works fine. So it seems that this is a problem only with the
nt4.0.1381 system as Jason's states.
