copyright.el doesn't respect newlines

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


M-x copyright-update doesn't respect newlines.
Put this text into a new buffer:

/* Fold a constant sub-tree into a single node for C-compiler
   Copyright (C) 1987, 1988, 1992, 1993, 1994, 1995, 1996, 1997, 1998,
   1999, 2000, 2001, 2002 Free Software Foundation, Inc.
   
Now try M-x copyright-update.  It will insert `2002' after `1998'.
I think it shouldn't do this, as 2002 is already on the list.
