Do (server-start). Now notice that doing C-x # pretty much just
switches buffers even if no emacsclient was ever started elsewhere;
one can do C-x # many times. I think it should beep and mention that
no emacsclient has sent it a buffer to edit.
By the way, C-h k C-x #'s output seems to have an unnecessary "Invoked
by C-x #." appended at its end.
