`display-time-mail-face' has no effect on tty

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:


I'm using emacs on tty. I customized `display-time-mail-face',
but "Mail" string on mode-line doesn't change.

Following patch make `display-time-mail-face' effective on tty.
