emacs21: *spell word-separation not 8-bit safe with Latin-9

Hi,

Apparently this bug  (debian #130397) did not get any reply in a delay
more important than a year. But this is a an important bug for people
using accentued characters.

I personally use LANG="fr_FR@euro"

This problem does not only apply to ispell but also to aspell.

And finally, it's confirmed that the issue is emacs specific (but the
fact it applies to both ispell and aspell is explicit):

echo "déplorable déplorablle" | aspell -a
@(#) International Ispell Version 3.1.20 (but really Aspell 0.50.3)
*
& déplorablle 6 11: déplorable, déplorables, déplorasse, déplorâmes,
déplorâtes, déplorasses

As you can see, "déplorable" perfectly pass the test, and
"déplorablle" is correctly identified.


This bug #130397 should maybe be forwarded to emacs mainstream
authors. For that reason, I added bug-gnu-emacs@gnu.org in Cc.
