I am using:
GNU Emacs 21.2.1 (i386-redhat-linux-gnu, X toolkit, Xaw3d scroll bars)
of 2002-04-08 on porky.devel.redhat.com [2 times]
When I am using X emacs (I think this is what I am using when I click
on the toolbar icon, anyway) and click on the middle box in the upper
right hand corner of the screen, so that the window fills the whole
screen, and then use shift and hold down the left mouse button to
change the font size, the size of the window changes. If I change to a
bigger font, then the control boxes are off the screen, and I have to
make the font smaller to click the middle box again. I hope this is
helpful.
