Problem found in GNU Emacs 21.2.2(i386-slackware-linux-gnu, X toolkit,
Xaw3d scroll bars) of 2002-03-19 on midas.  
The problem only results running emacs in textual mode or even in X11
running emacs-21.2-no-x11.

Emacs doesn't recognize mouse-1 button set-point-mouse. When I click
with the mouse-1 button the actual cursor remains at the same position
while appears a new cursor where I click, with different colors. The
selection of a region happens in the same usual way, but the region
highlighted is colored in an unusual way respect to the same
operations arranged with the keyboard command (e.g.: in a black on
white region it inverts the color, but when the text is colored the
behavior is less obvious; when I select the region of a buffer with
the standard C-<SPACE> plus movement commands the background region is
colored with blue and the text is white (this happens with the
transient mark mode enabled)). 
All the parts of the screen can be selected using the mouse in this way, the 
menu bar and the mode line and the mini-buffer-input-line too. 
E.g. if I split the screen in two windows, I can select the mode line region 
in the middle of the screen too,
and paste with the mouse-2 button the region selected at the point
position. A direct consequence of this behavior is the impossibility
to use the mouse to select the menu bar (clicking on a menu voice
cause the repositioning of this sort of mouse-cursor on the character
pointed).

I tried to reassign in my .emacs file the bindings to the mouse keys,
and disable the loading of the init file too (starting a session
with the flag -q switched) but the problem still remains.
The problem occurs in any emacs session I ever tried in textual mode, but 
doesn't occur in any xemacs session.
The mouse behavior is normal using other program in textual mode (e.g. using 
midnight commander).
