set-face-font and new frames

configured using `configure  --x-libraries=/usr/X11R6/lib

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The set-face-font command does not re-set the font
used for new frames.

Specifically, I have the following in my .emacs:

(when (display-multi-font-p)
      (set-face-font 'default 

This sets the default font in my main frame to the specified font.
However, if I open up a new frame with C-x 5-2, this frame does 
_not_ open in this font, but rather with the system default font.

The doc string for set-face-font says, "FRAME nil or not
specified means change face on all frames", which suggests
to me that it means 'all frames, current and future'. If it
really means 'all existing frames, but future frames will
not be affected', the docs should make this clear.

I'd suggest that set-face-font should set the face for all
frames, current and future, until reset by some other
method. But if not this, the docs should be changed.
