File variable toggles minor mode

A line like "mode: outline-minor" in the local variables list ("File
Variables") toggles the minor mode, i.e. it turns OFF the mode if it's
currently on (e.g. if it was turned on by the major mode's hook). I
believe that a mode specification like that should always turn the
mode ON. (Ignoring the fact that specifying outline-minor-mode in the
file is bad practice in the first place.)
