Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The double quote key in latex mode is not working correctly:

if I use it once I get two accents (``)

if I use it twice, I first get the two accents (``) and these
are then replaced with the correct double quote (")

if I use the double quote in *scratch* it directly gives 
the correct result.

The reason I encountered this problem is that the double quote 
is needed to specify the root file at the end of an include file:

%%% mode: latex
%%% TeX-master: "../rootfile"
%%% End: 

If instead I use:

%%% TeX-master: ``../rootfile``

auctex does not recognize the master file.

These are my settings form the .emacs file:
