Should it?  If your browser is smart enough to figure out that a .html
file is text/html and a .jpg file is image/jpeg, why can't it figure out
that a .gz file is application/x-gzip?  The point of browse-url-of-file
(which browse-url-of-dired-file calls) is to pass the file name to the
browser to display it.
