I've been bothered by the same behavior, but I can see why it happens. The
cursor moves to the upper window before emacs knows that you are going to
resize the windows. On the other hand, if you click on the buffer name,
you cycle the upper window through buffers but do not move the focus.
Could there be a part of the mode line that could be used for resizing
without affecting the focus, maybe the fringe?
