an unknown but finite number of C-g's to get back to top level

I am pleased to find a real bug:
C-\ runs the command toggle-input-method.
By accident, please type C-\ C-\ C-\ C-\ C-\ C-\ C-\
You are prompted for Input method:
You hit C-g, but the prompt just pops back up again.
Unless you realize that you hit several C-\'s and not just one,
you get the impression that emacs is now broken, especially after a
couple more C-g's.

Maybe one C-g should put us back at 'top level', in cases like these.

Or maybe after each C-g, instead of saying "Quit", say "Quit layer 7"
or some count indicator. Yes, that would be better than sometimes
blowing lots of input when going to top-level.
