inhibit-startup-message bug in 22.2.1

Hi all,
        I'm using GNU Emacs 22.2.1 (i386-mingw-nt5.1.2600),
I found a question. When i set
(setq inhibit-startup-message t)  or
(setq gnus-inhibit-startup-message t) in my .emacs,
then,  when i reopen emacs, press c-x, c-f, or try open a file by
using tool menu, minibuffer display f:/^[macsorg.
( emacs installed in f:/emacs), and i try convert .emacs from dos to
unix, but the question still exist.
