help-make-xrefs does not create a link on the text
`file-name-completion-ignore-case'. It does so for other such
variables, including `completion-ignore-case'.

`completion-ignore-case' has a link;
`file-name-completion-ignore-case' does not.
This is because the call in help-make-xrefs to intern-soft with arg
"file-name-completion-ignore-case" returns nil.

There's no variable `file-name-completion-ignore-case'.
You probably meant `read-file-name-completion-ignore-case'.
