Trying to encode a string including an ampersand to utf-7-imap has
emacs trying to produce an infinite number of copies of the string
"&-".

Simplest reproducing case:

(encode-coding-string "&" 'utf-7-imap)

Plain 'utf-7 works fine, as does decoding "&-" from utf-7-imap.

I have also tested this with a CVS version from ~7 days ago, with the
same result.


In GNU Emacs 23.0.60.1 (i486-pc-linux-gnu, GTK+ Version 2.12.9)
 of 2008-03-19 on vernadsky, modified by Debian
