This change breaks shell completion in $PWD, e.g.

~/steve/cvsroot/emacs> ./conf <TAB>

fails to complete to `./configure'.  It also breaks shell expansion of
absolute file names, see
<http://permalink.gmane.org/gmane.emacs.devel/97369>.
