        lisp/format.el reads:

   118  REGEXP  is a regular expression to match against the beginning of the 
file;
   119          it should match only files in that format.  Use nil to avoid
   120          matching at all for formats for which it isn't appropriate to
   121          require explicit encoding/decoding.

        I guess that there should rather be:

    ... for which it is appropriate...
