according to the doc of auto-fill-mode, it should turn the mode on always if and only if the arg is positive. Quote:

(auto-fill-mode &optional ARG)

Toggle Auto Fill mode.
With ARG, turn Auto Fill mode on if and only if ARG is positive.

however, (auto-fill-mode t) seems to always turn it on. (does not toggle)

GNU Emacs 23.2.1 (i386-mingw-nt6.0.6002) of 2010-05-08 on G41R2F1

behavior can be reproduced with starting emacs -Q.
