The byte compiler knows that (featurep 'xemacs) is false, so 
 (and (not (featurep 'cc-fix)) ... )
will be false, so the featurep result is indeed unused.

If you use (and (featurep 'xemacs) (not (featurep 'cc-fix) ...
the warning will go away.
