I'm no expert on this, but both doc strings seem incorrect/incomplete.
`minibuffer-completion-table': The value of `t' is not mentioned, but it
is explicitly handled in the code.  The code will not do what the doc
says, if the value is `t'.
`icomplete-simple-completing-p': The doc string does not seem to
correspond to the code for the function.  This last part seems
"and `minibuffer-completion-table' is not a symbol (which would
 indicate some non-standard, non-simple completion mechanism,
 like file-name and other custom-func completions)."

In GNU Emacs (i386-mingw-nt5.1.2600)
 of 2012-02-15 on MARVIN
Windowing system distributor `Microsoft Corp.', version 5.1.2600
Configured using:
 `configure --with-gcc (4.6) --no-opt --enable-checking --cflags
