bug#11397: 24.1.50; permanent-local after-change-functions + read-passwd

From: Mike Lamb
Subject: bug#11397: 24.1.50; permanent-local after-change-functions + read-passwd == unusable minibuffer
Date: Wed, 2 May 2012 19:48:04 -0400

I have the same issue and it looks like like the same as #11392.

I can report it the next time it happens to me but is there anything I
can do ahead of time to make the report content more helpful?
