The relevant bit of source code from cc-mode.texi looks like this:

    you want only spaces.  @xref{Just Spaces,,, @emacsman{},
    @emacsmantitle{}}.                                <============ L705

The "extra" } closes off the @xref.  This looks like a bug in pdfTex.  It
seems to have got horribly confused, perhaps because the @xref is split
over two lines and contains macros.
